'Eternal vigilance' means, to me, nourishing the tree of liberty. It means seeing tyrannical shit and stopping it before it sets in and calcifies and begins to erode liberty. It takes foresight and fortitude to practice eternal vigilance. It ties into 'a Republic if you can keep it'. You can keep the Republican if you don't take your freedom for granted. You can only conduct eternal vigilance if you participate and do your civic duty. Unfortunately, this means you will always face those who do not understand eternal vigilance in practice and real time. Think people who call truckers and people who opposed mandates 'freedumbers'. Thy enemy shows its face and only vigilance against it will quell or sideline it.
What you described is more Thoreau's 'On Civil Disobedience'. To Thoreau, government is asshole and it's the duty of a free citizen to remind that it is asshole and conduct civil disobedience in the face of unjust and tyrannical laws.
Basically, he said what we all said fighting the Pandemecists: DON'T PLAY.
